They don't. There are opinions on both sides on the value of FLO. The market availability is fairly limited to specialty club makers doing small volumes. For large volume OEMs to add this feature this, it would be a substantial bottleneck in production. I'm not sure if CH-III's former club provider offers FLO service as part of their club building, but I wouldn't want to have to pay $500 an iron just to get that level of hand craftsmen ship standard.
