The first thing to do is make sure your profile is 100% complete and after that I think it's luck of the draw.  I've been lucky enough to receive test balls twice and I can say it's a pretty neat experience to go out and perform dedicated testing using every type of shot you play on the course with the test balls.

Like it was mentioned above, complete your profile. It was weeks and heard nothing, then blamo one day in the mail a sleeve appeared. I have been using them , just waiting for the summary report to fill out. Good luck.
